This unit reminded me of the instant scratch lottery tickets I saw in supermarkets in the US being sold from vending machines as a means of using your loose change.

From a legal point of view the use of such a machine probably makes tracking sim cards easier. That is, if the machine uses video survalance and there are the processes in place to track cards back to the vending machine.
