Mate goes to open Tatts shop to buy a lotto tickets. They say no, they can’t sell tickets, only smokes. Lotto tickets not essential.

Either the shop’s allowed to be open, or it’s not. If it’s allowed to be open, they can sell what they like.
E.g. clothes shops aren’t allowed to open, but I can still buy some Bonds at the local Woolies because they happen to sell them.
